I am directed by the Board of Trade to refer to Mr. Walter Langley's letter of the 28th ultimo trans- mitting, to be laid before the Board of Trade, copies of correspondence which has taken place on the subject of the registration of companies at Shanghai, together with the observations of His Majesty's Minister at
Peking; and in reply I am to say that the scheme cut-
lined in the letter has received the careful consider-
ation of the Board. If Sir Edward Grey still thinks
that it is desirable, the Board of Trade will do all
in their power to facilitate a system of registration
in London of companies desirous of having their head-
quarters established in Shanghai, under which the
applications for registration might be made at Shanghai
and the registered offices of the companies and the
registers of shareholders might be kept there.
The
